cleaning wont do it i think....sounds like the smell is in something there..maybe the carpet..or the padding, in the wood if there is any, possibly in the paint if it is old paint and was not painted over.,...could also be in the drapes for the windows if there are any..or the blinds..is there furniture there and was it there before you then it may be in the furniture to....hard to say...airing out the place will help some...but if its a place where smokers used to live it will be hard to get rid of no matter what you do.
Could try incense or an oil diffuser...possibly some oust air and surface deodorizer. Most likely its the carpet and padding if you have carpet..you could try some dry( powder ) cleaner for the carpet..let it sit for a bit then vacuum out.

You probably need to wash some of the nicotine off of the walls, doors, facing, baseboards, cabinet doors and ceiling (if it's washable). I am an ex smoker and after I quit, the smell in my house was very obvious to me. I bought a product from Dollar General called ';Awesome';. It works better than anything I've ever bought for $1.00/bottle.
The nicotine just dripped down the walls like coffee. The nicotine was everywhere. Even in places you wouldn't normally think of.
Also, wash or dry clean curtains. Check inside the closets and cabinets for nicotine stains. Wipe down the ceiling fans. Shamppo the carpets.
Even though the place is highly renovated, the nicotine is on any surface that wasn't.
The last person who owned the condo smoked and thought that by repainting, the smoke odors would be covered up. That's advice that's often given to smokers who want to sell their homes. But it's not that easy.
Here's how I got rid of the smoke smell in my house: Instead of repainting, I bought an industrial grade deodorizer called Fresh Wave. I hired a maid service to use it to wash every wall and ceiling in my home. I used it with plain water in my carpet cleaner. I wiped down every piece of furniture and sent every bedspread and drape to the dry cleaner. I had my upholstery cleaned. I replaced all my miniblinds.
It was all very expensive.
But there's a couple of things you might try. You can rent an ionizer and use it for a couple of days. You have to leave the house while it's on, and you'll have to move it from one area to another because it won't do the entire house at once.
You could also try repainting with a paint that comes with a deodorizer or with a pleasant scent built in.
You can open all the windows and use fans to move the air through the house.
If there are carpets, wallpaper, or curtains in there from the previous owners, you should take those out. They retain scent especially from cigarettes. Wash the walls because cigarette smell can stick there too. I once saw walls that were literally grey with the cig smoke. As for the paint and cement smell, I'm sure it will go away in time.
Try washing the walls down with vinegar.
