Can you paint an outside cement porch if it isn't smooth?

My porch is a covered porch and I originally wanted to place ceramic tile. Can you paint an outside cement porch if it isn't smooth?
With proper floor paint. Depending on how not smooth it is, you can level it out a few mill by flooding it with paint. Not too much or it will never harden.

Yes, quite well, use Deck Paint. It just takes a little more paint when rough.
