I recently painted a cement floor inside my house. 2 coats of latex then a thin layer of sealer. the floor is?

You may have to strip it off and redo it with concrete floor paint. That paint is specially formulated to handle the traffic of walking and dragging things across it.





To try to salvage what you have, you need to understand what is causing the problem. Without seeing it, it sounds like the concrete may have had moisture in it from below when it was first painted. Either that, or you didn't allow each layer to dry thoroughly before applying the next coat.





Your best bet at this point is to try to lower the moisture level in your basement. Borrow, rent, or buy a dehumidifier and run it in the basement. Remember, if the ventilation isn't great down there, you just dumped a couple gallons of moisture on the floor and it has no where to evaporate.





You may also need to run it periodically in the future if you continue to get condensation. If you decide to paint the walls, for best results, use a basement wall paint. It is designed to soak into the concrete, make it waterproof, and has a fungicide to prevent mold and mildew.
