I have a cement shed and have found masonry paint to be the only type that will last more than a year or two. Wal-mart has a cheap, good masonry paint that can be tinted any color. Use Acrylic paints on the cemented exterior walls. There is a wide range to choose exterior paints. They have anti dirt paints, 100% acrylic paint, exterior matt finish, etc.
