What is the caulk there to seal? Your best bet is to dig it out with a razor blade and replace it with a polyurethane caulk. This is paintable, but it's rated for the same types of sealing that silicone is used for. Painters caulk is great for covering gaps in trim, but it doesn't seal well like silicone or polyurethane. The best product i used on silicone removal is called Contractors De-Sol-Vit a citrus like solvent. Just drench the area %26amp; then use a wire or scrub brush. It may take a few applications since the residue from silicone may have soaked in the surrounding area. when you think it's all removed mist the area lightly %26amp; the water should dissipate %26amp; not repel on the surface. Then you're ready to paint.

Scrape as much as you can off then use this to disolve it.If you are stateside im sure any home improvment place will stock sealant silicone remover.
use meuratic acid you can find this at Lowes or home depot. This should take care of your problem. Be cautious when using it though cause its not safe for your skin. Brick layers use it to remove mortar from brick and cement. Read the directions for use.
You'll have to scrape it off, a razor knife will help cut it loose first and scrape the remainder. The caulk is there for a reason so you may want to replace it with a ';paintable'; caulk which is sold at any paint or home center.
Use a propane torch to heat it and just scrape it off.
