Scrape off any loose paint. Repaint and sprinkle builders sand before it drys. They also sell adhesive strips for that type of problem.How can I fix cement steps that were painted over?
1.Scrap the paintwork off ,roughen the base and lay nosing mosaic tile strips on the edge of the steps with bonding agent and cement mortar.

2. Cut the steps with a electric carbon fibre cutter to form groove lines or patterns for anti-slip purposes.
As mountain said scrape off loose stuff and repaint.You can do the sand trick or they do sell a paint w/ an abrasive in it just for that purpose . GL
