First of all before you paint your bird bath you should make sure it is clean and dry, secondly the color doesn't really matter it is up to you or when you go buy the paint ask them at the paint store what kind of paint you should use. Just remember that when you buy the paint make sure you use latex, also after you have painted it and the paint has dried and cured the birds wont go to it for a couple days because of it being freshly painted.What Paint should be used to paint a bird bath?made of Cement?
A non-toxic waterproof paint.
An outdoor paint.... latex free. Maybe an acrilyc (bad speller) or water based spray paint.
