How do you get paint of cement?

1st is the paint smeard on or is it in drop forms


smeard use paint remover and a wire brush


if its drops use a putty knive


if its a lot of paint try using a pressure washer

water based? soap water and a good scrub brush. oil based? thinner and good scrub brush. fully dried either kind? power washer.
3000+ psi water or chemicaly assisted power washer
