The wall is old, cracked in places, and I think it would look better if it was spruced up somewhat. I painted my concrete floor in my garage to help me keep it clean. You should be able to to the same. The key to a durable paint job on concrete is to use an epoxy based paint. You can buy this at any Sherwin Williams and it can be made in pretty much any color you like. Because the paint has any epoxy base, once you open the can, it has a finite working life, so be ready to paint.
It goes without saying the cement should be clean and dry, and you want to do it on a day with bright sun and no wind.

Etch it with muratic acid. Follow the directions and be careful. It is nasty stuff. Make sure you keep it off your new patio.
Prime with a masonry primer. You may have to go to a good paint store to find it. It will balance the PH of the concrete and seal it a bit to make your paint stick.
Paint with a quality latex exterior paint. Any color you like, just don't use cheap paint for this on.

Yes! Pressure wash it first to remove dirt and loose particles, then fill all the cracks with cement filler (once dry). Prime the wall before painting it. ';Tint'; your primer with the color you intend to paint the wall (home centers do this for you). Use a good exterior paint!
