Pull all the carpet off and use a floor scraper. make sure you get on your knees and check that there aren't any staples or anything sticking out from the concrete. Sweep and do it again. If there happens to be any cracks on the concrete, fill it up with concrete filler; which looks like caulking. Then use concrete primer. You should ask someone in the store about their products. If you are anywhere in California, you might want to use Dunn Edwards Paints. They have some of the best paint products.
A sharp knife or utility blade to cut into the carpet and padding. A wrecking/pry bar to pull up the tack strips along the baseboard. A broom to sweep the debris. A good concrete cleaner to get up any remaining padding adhesive. Maybe a self leveling compound to repair any holes/cracks in the concrete, then a good masonry paint for the floor, unless you want to get those epoxy kits for the floor.
Is the carpet GLUED down? Ugh, what a mess that would be.
You'll have to pull up the carpet, scrape off the glue, and then get some paint that bonds well with cement. I would see an expert at the LOWEs or HOME DEPOT paint department if I were you (or any hardware/paint store).
It might be easier to put a nice vinyl floor down...and honestly, if the room isn't too big, to have a pro come in and do the job for you!
