Scrape it off or use a drill with a SUPER ROTARY STRIPPER from Sears or other home repair store. I have two of those things from 30 or 40 years ago and i still haven't used the second one...I'm not that old, but I find stuff all of the time. As far as these strippers go you can get differing qualities of them. The one I use all the time is FINE PIN F-1 and made by CVI. It was sold at RINKS for $7.99 some 30 years ago. Find one on Ebay.
Use a wire brush too. Mainly just get the old flaky stuff off the best you can.
Next you'll want to paint on some BINNS COAT, or KILZ--it is a primer that resists bleed through of moisture, old darker colored paint, markers etc. It smells, but apparently they are making the type that doesn't smell now. I'd still ventilate because just because you can't smell it doesn't mean it's not there still. This will make a good primer for holding your EPOXY PAINT or other types of durable waterproof paint. If you go online I think you can even find what is called PLASTIC PAINT. Not to be confused with paint for plastic, I guess this stuff resists anything, and it looks good.
You might also consider getting a shower surround. They are cheap and easy to install- anyone can do it! Less mess, less work, and probably would look better. Check around at different tub/pool/plumbing supply houses. You'd be amazed at the stuff they sell for pennies on the dollar because it has a chip or something. We bought a one piece tub and surround for our Mom's house for $125 that was normally $600 just because it had a couple of little chips. The day we showed up to get it there were two more sitting there. They said they had fallen from the truck. Get the Yellow Pages, Yellow Book, Web etc. Avoid making a surround yourself out of Masonite. My cousin made that mistake. Any paint store will sell Block %26amp; Masonry paint. Look into that.
You could try some kind of masonry stain. But this is harder to find.
You could also tile the cement stall instead of painting it.
has to be an epoxy, or else it won't stay on. check with your local homestore
