They will tint the primer just like they tint the paint. Primer costs about the same as paint. You want to scrape anything loose from the walls, and then wash it with TSP cleaner. You can buy it where paint is sold. It's sort of like powdered laundry detergent and only a buck or two for a small box. So 1) scrape, 2) wash, 3) coat of primer, and 4) paint. If the surface of the wall is smooth, then use a normal roller brush; but if the surface is real rough then you use a roller brush with a thick nap so the paint will get down in all the little marks on the wall.
