Stucco over painted cement block?

We used a UGL waterproofing concrete paint on our house foundation and want to stucco over the cement blocks now. What procedure should I use to ensure a good stucco bond to the cement blocks? Do I need to get all of the old paint off, or just the loose stuff?Stucco over painted cement block?
Get the loose stuff off....... Then there is actually a stucco adhesive that you can roll on to the block like you would paint.

You need to add a screened lathe to the cement blocks to give the stucco something to grab onto
