rubber cement actually bonds to itself. you have to put it on both surfaces to be glued. i would use something else for metal. e6000, or something like that.Does Ruber Cement hold Metal? And How Much Would A Can of Black Spray Paint Cost?
It will not hold against any stress. If this costume needs to be solid use liquid steel. You can get it at the hardware store.
