first power wash the house, remove any loose paint, i would use Sherwin-Williams exterior primer - ask them to tint the primer to the color you are using for your top coat - this will save you a coat - i would do 1 coat primer and 1 to 2 finish coats of flat exterior paint - use semi gloss on the trim.

Asbestos is very dangerous once it becomes air borne. It is very bad for your lungs. Do not sand or scrape it. To prep the surface you may water blast it. This will stop the asbestos from becoming airborne. After it is ready to paint I would recommend a good latex primer. I have always had great success with Bulls eye 123 from Zinser. After the primer a high quality latex finish should last for a long time. I would use a satin as this will seal the surface, and give you some wash-ability if you need to hose it off once in a while.
You can treat the cement in the same fashion.
