What can I use to remove peeling paint off a cement basement floor?

my basement was wet,but I have fixed the problem and now I would like to get off the old peeling paint before I look for a good cement floor paint to put on laterWhat can I use to remove peeling paint off a cement basement floor?
sand it with a rented sander or powerwash it;if you have a drain and no walls that you care about...if you do not get all the old stuff off then the new paint will look like just what it is a paintover...although you could tile(assuming it is level) or carpet now that it is dry...What can I use to remove peeling paint off a cement basement floor?
