Exterior concrete stain or paint it will most likely be latex.. Clean the statue really well with a wire brush or scraper to remove all loose paint and wash well to remove dust and dirt. let dry. plan on doing this every springWhat kind of paint can you use on cement?
They have paint just for cement but limited colors

if the statue was already painted before..then wire brush it to get any peeling paint off and then give it a rinse. Sherwin williams Super Paint will stick to it. Cost $ 20-25 dollars for a gallon.
