Is there a certain temperature my basement should be if I am going to paint my cement walls?

Can I paint in the fall and winter, or do I have to wait for spring or summer? Also, is there some kind of cleaner I should use before painting? There was some mold a couple years back, but I cleaned them with bleach. Is there a certain temperature my basement should be if I am going to paint my cement walls?
